To spread and burnish the Flakes into your adhesive, you can use a Sponge Applicator.
Cosmic Shimmer specially formulated Flake & Glitter Glue (available in 3 sizes). 
Or an alternative is to use with Double Sided Adhesive Sheets or tape.
